David is a former FBI counterintelligence agent and the first FBI agent ever assigned to the National Security Council, the President's principal forum for considering national security & foreign policy matters with his senior national security advisors and cabinet officials.

In this role he briefed President Reagan on foreign counterintelligence activities from 1985-86. His efforts resulted in the expulsion of over 80 Soviet KGB & GRU officers from the US that were overwhelming the FBI’s resources due to their sheer number.

David has “recruited, run and handled agents, double agents and defectors as well as caught spies,” according to his profile at Centre for Counterintelligence and Security Studies®. This work earned him a spot on the original board of directors of the International Spy Museum in Washington, D.C. where he still lectures frequently.

Additionally David is a former co-worker and one-time supervisor of Robert Hanssen, an FBI turncoat who passed critical intelligence information on to the Soviet & Russian intelligence services for 22 years. This personal betrayal along with his vast knowledge of counter-intelligence spurred David to investigate the case thoroughly and become one of the country’s top experts on Robert Hanssen’s spying, often referred to as the worst intelligence disaster in US history. During the filming of a movie based on Robert Hanssen, the producers hired David and his company to be technical advisors and ended up basing Hanssen’s supervisor character after him.

Keynote Speaker
Major General Oleg Kalugin, KBG (1st Chief Directorate, Ret.) will give the keynote presentation about counter-intelligence & cyber warfare. As the Deputy Chief of the KGB station at the Soviet Embassy in Washington, D.C. he was a major player in the John Walker spy ring. This 18 year operation resulted in U.S. cryptographic secrets being transferred to the KGB enabling the Soviets to decipher & steal millions of encoded military messages.

General Kalugin began his career posing as a journalist while attending Columbia University in New York and soon began conducting espionage and influence operations at the United Nations while covering as a Radio Moscow correspondent. When he retired from the KGB in 1990, Kalugin became a public critic of the Communist system. Kalugin's vocal attacks on the KGB won him both notoriety and a political following.

In 1990, Soviet President Mikhail Gorbachev signed a decree stripping General Kalugin of his rank, decorations, and pension. General Kalugin's autobiography, The First Chief Directorate: My 32 Years in Intelligence and Espionage Against the West, was published in 1994.
